What documentation do you use for staff costs for managing or overseeing CB program (not the CB staff but the (1) VP charged with supervising the CB staff and program, and (2) the accounting folks (outside of CB) that track and report CB AND what do you put that under in CBISA? Do they submit hours they spend?

Yes, they submit hours like the Community Benefit staff. Also, their job description should include working on IRS 990 Schedule H and Community Benefit. This goes under G. Community Benefit Operations, G1.
