Under what circumstances, if any, would the subsidized losses of a medical practice (owned by the hospital) qualify for a subsidized health service? Also, hospitalist service losses would not count I assume???

Just a thought on the topic: what if your hospital or the practice was located in an HRSA Medically Underserved Area or served a Medically Underserved Population (MUA / MUP)?
